The first plenary meeting of the National Data Expert Advisory Committee in 2025 was recently held in Beijing. The meeting focused on the ideas, goals, major strategic tasks, and engineering projects of the construction of Digital China during the 15th Five-Year Plan period, the main problems and solutions faced by the development and utilization of public data, how data work can better support the development of the artificial intelligence industry, and the difficulties, challenges, and countermeasures faced by the construction of a trusted data space. The committee members suggested: building an innovative technology and talent development ecosystem, shaping an industrial advantage with digitalization as the main feature, and continuously improving the new generation of data resource systems; increasing the promotion of the "government-enterprise collaboration" public data authorization operation model, building an inclusive data service platform, and promoting the development and growth of data industry entities; building a data circulation and utilization facility base, accelerating the implementation of the national AI high-quality data set construction project, and improving the level of docking between artificial intelligence data rules and international standards; designing fair and transparent data value assessment, pricing, transaction and income distribution models, and agreeing on the scope, purpose, and delivery method of data through smart contracts, and exploring the full-link controllable and traceable data operations.
