Revision and release of national standards on consumer product safety risk management

Recently, the State Administration for Market Regulation (National Standards Administration) approved the release of "Consumer Product Safety Risk Management Part 1: Guidelines" (GB/T 28803.1-2025), which will be officially implemented on December 1, 2025. With the deep integration and application of new technologies such as artificial intelligence and big data in the field of consumer products, product forms are becoming increasingly diverse, consumption scenarios are continuously expanding, and safety risks are becoming more complex and dynamic. Based on the new development trend of the industry, the new standard focuses on strengthening risk management requirements from three aspects: First, the new "focus on new products" principle is added, focusing on intelligent, personalized, customized technologies and new materials application scenarios, and explicitly requiring the dynamic identification and assessment of safety risks that may be caused by emerging technologies and materials. Second, the "hazard source category" content is expanded to systematically sort out various hazard sources that may cause harm to consumers, providing a basis for comprehensive identification of potential safety hazards and the formulation of graded prevention and control measures. Third, the "supervision and improvement" mechanism is strengthened, the core elements of risk management records are standardized, and the evaluation and monitoring indicator system is refined to ensure that risk management measures are effectively implemented and continuously optimized.
