The General Office of the Qingdao Municipal People's Government issued the "Qingdao Intelligent Connected New Energy Vehicle Industry Development Action Plan (2025-2027)". It is proposed that by 2027, the scale of the industrial chain will strive to reach 300 billion yuan. There are more than 20 new intelligent network-connected new energy vehicle innovation platforms, engineering research centers, and enterprise technology centers in the city. The city's vehicle output exceeds 1.3 million units, with new energy vehicles accounting for more than 40%, and the compound annual growth rate of new energy commercial vehicles exceeding 200%. Cultivate three new energy vehicle manufacturers with an annual output of more than 100,000 units. The city produces more than 250,000 complete vehicles and exports them annually, cultivating the ability of the industrial chain to go overseas, attracting more car companies to go overseas from Qingdao Port, and working together to create a national benchmark of "cars + ports + logistics". Supporting capabilities in key areas such as power battery systems, intelligent cockpit systems, car-grade chips, intelligent chassis, electric drives and electronic controls, and "vehicle-road-cloud integration" perception systems have been significantly enhanced, with the industry scale exceeding 50 billion yuan. Preliminarily build a high-quality intelligent charging infrastructure system and a vehicle-network interaction system. The "vehicle-road-cloud integration" application roadside infrastructure construction area is no less than 200 square kilometers. Explore the opening of more than 1,000 kilometers of intelligent network-connected new energy vehicle test roads. Small, low-speed, unmanned autonomous driving scenarios are open to all areas.
