Reporters learned from multiple sources that in mid-October, JD.com, Meituan, and Ele.me, among others, were investigated by the State Administration for Market Regulation (SAMR) on the same day. The investigations involved food safety and the food delivery platforms' review of merchant qualifications. An employee of one of the platforms under investigation told the Economic Observer that this investigation differed from previous interviews with relevant business managers. SAMR staff visited the companies that day, recording the entire process with body cameras, and requested that the business managers return to the company for questioning. Some companies were questioned on-site for several days, while others remained passive in their cooperation. The employee revealed that in addition to the three major food delivery platforms, Douyin Group was also under investigation. Since 2022, Douyin has entered the instant retail market through its "Hourly Delivery" service, currently offering products such as flowers, cakes, and fresh produce. A representative from another platform under investigation explained to the Economic Observer that one of the triggers for the investigation was a user who purchased a mismatched cake from a food delivery platform—the brand of the cake they ordered and received was different. The user raised concerns about the platform's merchant qualifications and reported the issue to regulatory authorities. The regulatory authorities' investigation found that the problematic merchants had entered multiple platforms, and more than one platform had the problem of cakes not being what was advertised.
