The United States lifts export restrictions on chip design software to China? Siemens responds

Siemens AG of Germany received a notification from the US government that the US has lifted export restrictions on chip design software to China. According to a company statement, the German supplier has restored full access to its software and technology for Chinese customers. In response, Siemens said that it was recently notified by the Bureau of Industry and Security (BIS) of the US Department of Commerce that the restrictions on the export of electronic design automation (EDA) software and technology to Chinese customers proposed by the Bureau in a letter to Siemens on May 23 are no longer applicable. Accordingly, subject to compliance with applicable export control laws and regulations, Siemens has restored full access to software and technology with export control classification numbers (ECCNs) 3D991 and 3E991, and has resumed sales and technical support services to Chinese customers.
