Asian Tech Press (SEP 28) -- According to the official website of the State Council of China, the State Council recently issued the "China Children's Development Plan (2021-2030)" (hereinafter referred to as the children's plan).
Among them, the guideline states that a unified national electronic identity certification for minor online game players should be implemented, and measures such as game product classification, content review, and duration limitation should be improved.
The children's plan emphasizes the need to strengthen the protection of minors on the Internet. Online games, online live streaming, online audio and video, online social networking, and other network service providers shall set corresponding time management, permission management, consumption management, and other functions in accordance with the law for minors using their services and shall not provide online live streaming publisher account registration services for children under the age of sixteen.
In addition, the guideline notes the needs to strengthen market supervision and law enforcement in the field of press, publishing and culture:
- Strengthen the review, identification and disposal of children's publications, remove obscene pornography and vulgarity, violence, terrorism and superstition and other harmful publications and information.
- Clean up illegal distribution of publications and children's cultural goods and toys involving offensive content around schools.
- Strict management and enforcement of online publishing and cultural market. Timely rectification of online games, videos, live streaming, social networking and learning mobile applications spreading harmful information that endangers minors' physical and mental health.
- Strictly control undesirable information and behaviors that induce minors to pursue celebrities without bottom line, flaunt wealth, and other value-oriented problems.
- Strengthen the enforcement of Internet business premises and entertainment venues. Investigate and deal with irregularities such as admitting minors, providing banned content and amusement devices.
- Implement the main responsibility of Internet enterprises, improve governance in product development, content review, user management, protection measures, reporting and disposal.
