Asian Tech Press (Aug 27) -- China requires all cloud platforms to have access to state-owned clouds, a measure that facilitates industry consolidation and and data security, which is set to be released next week , according to people familiar with the matter.
In addition, ATP received a document titled "Implementation Plan on Accelerating Cloud Migration for State-owned Enterprises and Improving the Construction of State-owned Cloud System", issued by the State-owned Assets Supervision and Administration Commission of People's Government of Tianjin Municipality (Tianjin SASAC), from sources familiar with the matter.
The document requires that information systems, which have been deployed in third-party public cloud platforms, including Huawei Cloud, Alibaba Cloud, Tencent Cloud, Wo Cloud, China Telecom Cloud, China Mobile Cloud, etc., shall all be migrated to a state-owned cloud within 2 months from the renewal expiration date.
And in principle, they shall all be migrated to the state-owned cloud by September 30, 2022 at the latest. With immediate effect, Tianjin state-owned enterprises shall not sign new or renew cloud resource rental contracts with third-party public cloud platforms.
Previously, the leakage of user information by Alibaba Cloud, triggering public concern about data security. And Tianjin's cloud migration for state-owned enterprises, is to further strengthen data control and improve data security.
In addition to Tianjin, Sichuan is also promoting related matters. On April 28, 2021, Sichuan released the first exclusive cloud for state-owned enterprises in China, which was built and operated by Sichuan Energy Industry Investment Group Co., Ltd. in cooperation with China Telecom's Sichuan arm, using Alibaba Cloud's technology to provide a platform for exclusive cloud services to state-owned enterprises in the province.
For the relevant plan program, the person in charge of the Sichuan state-owned cloud, said Sichuan is also in the planning. And at present it is only the program stage, and is expected to form a document issued within a month.
At present, the practice of stopping state-owned enterprises from directly using third-party public cloud platforms, has been gradually implemented in Tianjin, Sichuan. It is not easy to estimate how much impact the initiative will have on the market, and it is not yet known whether it will be extended to other provinces.
